A recent article printed in the Sacramento Bee criticized the number of Guam quarters distributed to the island in reference to the total number of quarters and Guam's small population.

The writer makes a comment about the quarters "winding up in pockets in the States" but makes that statement with a negative tone. The author admits to never visiting Guam but continues to disparage the island.

"Because U.S. currency is the standard on Guam, the quarters will certainly
augment money in local stores on the island. But all 90 million of the coins
would be a bit much just for the territory, so they will soon be showing up in
pocket change here in the States."

How does this statement have a
"negative tone?" Actually, I couldn't find anything negative about Guam
in that article. Of course it mentioned WWII and the Brown Tree Snake, but
that's just our history, what we are known for in text books. Even the
beginning of the article is pleasant; "There's something beyond enchanting
about islands in the Pacific."

Can you please flesh out this article a bit?
I'm not being facetious; I'd genuinely like to know you came to your
conclusion.
