10-27-09 @ 5:28 AM GUAM - The National Weather Service reports that 23W has been upgraded to a Tropical Storm. Areas Affected This local statement provides information and recommended actions for people and marine interests in the Marianas and surrounding waters out to 40 nautical miles. Watches/Warnings A Tropical Storm Warning is in effect for Rota, Tinian and Saipan and surrounding waters out to 40 nautical miles. A Tropical Storm Watch continues for Guam and surrounding waters out to 40 nautical miles. Storm Information At 2:00 a.m. Chamorro Standard Time, the center of Tropical Storm 23W was located near 13.1 degrees north latitude and 147.4 degrees east longitude. Tropical Storm 23W was moving west-northwest at 17 MPH and had maximum sustained winds of 40 MPH. Situation Overview Tropical Storm force damaging winds and heavy rains are expected to accompany Tropical Storm 23W as it passes through the Marianas this afternoon. Precautionary/Preparedness Actions For those under a warning, now is the time to rush to complete preparations for the protection of life and property. Those at ports, docks and marinas -- urgently complete prescribed preparations according to your emergency operations plan for tropical cyclones. If you live on a boat, make final preparations for securing your craft. Regarding any coastal waters under a warning, small craft should remain in port and well secured. For those under a watch, continue with your preparations and listen for possible warnings. Regarding and coastal waters under a watch, small craft should return to port or seek safe harbor. Determine the best strategy for securing your craft. Closely monitor NOAA weather radio or other local news outlets for official storm information. Listen for possible changes to the forecast. For additional precautionary and preparedness information, please refer to the detailed recommendations relative to your location as further described by your local National Weather Service office and local emergency management. At 9:08 p.m. Chamorro Standard Time last night, Guam Homeland Security/Office of Civil Defense issued the following statement: Guam Homeland Security and the Office of Civil Defense personnel will continue to staff the Emergency Operations Center on a 24-hour basis until further notice. Residents are advised to call 475-9600 for updated information relative to this storm and should refrain from calling 911 for any non-emergency calls. *Avoid beaches and waters as high surf and strong currents can be life threatening. *Stock your emergency supply kits and continue to monitor local media for updated information. Next Update From The National Weather Service The next local statement will be issued by the National Weather Service in Tiyan around 9:00 a.m. Chamorro Standard Time, or sooner if conditions warrant.
